Key personnel have collective experience in delivering billions of dollars of CIPs and have experience in pipeline engineering, route evaluation, value engineering, land acquisition services, constructability review, cost estimating, permitting, construction phase engineering and construction management. Projects have included large diameter water/wastewater pipelines, tunnels, and pump stations.

Prior Demonstrated Experience

PSE team members’ prior projects experience includes:

• Tarrant Regional Water District’s Integrated Pipeline Project (IPL) - 150-miles of 84” to 120” diameter water transmission pipeline, six 150-350 mgd pump stations and ancillary facilities / structures.

• West Harris County Regional Water Authority – Second Source Pipeline – Segment A – 14 miles of 96” water transmission main

• Austin South I-35 Water / Wastewater Program (SI35) + - 13 miles of 36” to 48” diameter water main, 3.8 miles of up to 60” diameter waster water tunnels, 50 mgd pump station and ancillary facilities / structures.

• Austin Clean Water Program (ACWP) + - 80-miles of 8” thru 96” diameter waste water replacement including several tunnels.

• Chicago Department of Water Management, Chicago Water Partners (CDWM CWP) + - Multi-year 400-mile, 8” to 60” diameter water main, pump station and water treatment plant capital facility improvements.

Demonstrated Timeliness

PSE team members are all familiar and experienced at maintaining schedule as demonstrated with the following projects:

• TRWD IPL – For this multi-phase, multi-project capital program, PSE personnel fast tracked design delivery and construction procurement for over 40-miles of pipeline.

• CDWM CWP+ – annual water main program required updating specifications and developing contract packages within a tight schedule from Planning to Issued for Construction. The team never missed an annual start date.

• ACWP+ – facing an EPA Administrative Order, PSE team members completed Planning, Design and Construction of 100 projects within an 8 year AO deadline while dealing with typical urban area schedule constraints.

Demonstrated Ability to Find Cost Savings / Effective Solutions

PSE team members have demonstrated ability to find cost savings and effective solutions with reasonable risk tolerances, including:

• TRWD IPL – formal and informal value engineering efforts – resulting in updates to design standards and criteria - have saved the District over $80 million dollars to date. Enabling fast track bidding in an Owner’s market has saved approximately $200 million.

• ACWP+ - standardized project approach and refinement - reflected in final program guidelines and specifications – saved the City of Austin several million dollars.

• SI35+ – standardized design and expedited schedule allowed competitive bidding which resulted in nearly 40% cost savings, approximately $38 million savings to City of Austin.

• CDWM CWP+ – development of standard specifications and procurement approach resulted in term agreement contracting for water main replacement, roadway repair and sewer lining projects – allowing City greater flexibility in project selection and completion.

Construction Phase Services

Key individuals have significant construction phase services experience including engineering support, resident engineering and construction management for large diameter water transmission. The depth and breadth of experience includes management of several billion dollars worth of capital programs. The know-how and experience offered by the PSE team is a significant benefit to Owner agencies on their CIPs.

Some demonstrated examples include:

• TRWD IPL – providing project managers, construction managers, resident engineers and technical specialists for 10 construction projects ($5M to $150M each) and eight equipment pre-purchase ($1M to $16M each) for bid and construction phases.

• ACWP+ - provided project managers, construction managers, technical specialist and inspectors for 100 construction projects ($500k to $30M each).

• SI35+ – provided project managers and construction managers and technical specialist for 25 construction projects ($500k to $15M each).

• CDWM CWP + – provided project managers, construction managers, technical specialist and inspectors for annual and specialty construction projects.
